Key Personnel

The principals of the firm, Ms. Catherine M. Labadia, M.A. (President and Principal Investigator), Mr. David R. George, M.A., R.P.A., (Project Manager), and Mr. William F. Keegan, B.A., (Historical Geographer and Geographic Information Specialist), provide daily oversight on all projects undertaken by Heritage Consultants, LLC. With decades of combined experience and the credentials required by the Secretary of the Interior under 36 CFR 61, the Principal Investigators of Heritage Consultants, LLC are able to handle all types of delivery orders ranging from simple requests for archeological surveys to multi-year, multi-municipality projects requiring careful and methodical project planning efforts; public involvement; Environmental Impact Statement report preparation; SHPO, FERC, and Native American review and comment; and subsequent field studies. Of particular relevance to the current Request for Proposals, the key staff of Heritage Consultants, LLC has undertaken numerous projects with SHPO and FERC involvement. These projects have been completed on time and on budget while meeting all guidelines and requirements set forth by those agencies. Our key staff prides itself on completing such energy related projects with few, if any, subsequent data request by SHPO and/or FERC. The following is a brief review of our key staff members.

Ms. Catherine M. Labadia, M.A., President and founding member of Heritage Consultants, LLC, received her Bachelor of Arts summa cum laude in Anthropology from Central Connecticut State University, and she earned her Master of Arts degree in Anthropology from the University of Connecticut in 1996. Ms. Labadia has participated in and supervised dozens of cultural resources investigations throughout the eastern United States, including numerous projects related to the energy sector. She also has years of experience in writing and production of cultural resources management reports and the design and creation of museum graphics, large format displays, and websites. Ms. Labadia also possesses extensive experience in geographical information systems application in cultural resources management, as well as training in the care and long-term conservation of cultural material recovered from archeological sites. Finally, Ms. Labadia has completed the Federal Department of Transportation course on the NEPA process (2003), as well as the Introduction to Federal Projects and Historic Preservation Law class (Section 106) sponsored by the National Preservation Institute (2001) and the Environmental Report Preparation Seminar offered by the Federal Energy Regulatory Commission (2003). All of this training and practical experience enables Ms. Labadia to effectively support her energy sector clients’ needs as they relate to project planning, design, and execution.

Mr. David R. George, M.A., R.P.A., received his Bachelor of Science degree in Business Management from Ithaca College in 1990, and he earned his Master's degree in Anthropology at the University of Connecticut 1992. He specializes in the archeology of eastern North America with an emphasis on southern New England. Mr. George has supervised dozens of cultural resources management projects throughout the eastern United States and Connecticut in particular, and he has directed both small and large field crews, as well as designed and implemented all stages of fieldwork and laboratory analysis for dozens of projects. During completion of these numerous projects, he has undertaken consultations with clients, regulatory officials, local officials, landowners, Native American tribes, and other parties interested in the cultural resources management compliance process. In addition, Mr. George has performed numerous investigations related to energy sector undertakings, ranging from alternatives analysis/corridor selection studies to existing conditions/disturbance evaluations to Environmental Impact Statement/Environmental Assessment report preparation to SHPO/FERC/Native American consultation to the completion of subsequent archeological surveys, National Register of Historic Places testing and evaluation projects, and data recovery excavations. In preparation for his ongoing efforts related to energy sector compliance project Mr. George has completed the Introduction to Federal Projects and Historic Preservation Law class (Section 106) sponsored by the National Preservation Institute and the Advisory Council on Historic Preservation (1999), as well as the Environmental Report Preparation Seminar offered by the Federal Energy Regulatory Commission (2003).

Finally, Mr. William F. Keegan, B.A., received his Bachelor of Arts degree in Anthropology from the University of Connecticut in 1996, and he currently is a student in the University of Connecticut Geography Department where he is completing his Master of Arts degree in Geography and Geographic Information Systems. He is a former co-founder and member of Keegans Associates, LLC, a firm that specializes in archival, genealogical, and historical research, as well as geographic information systems applications in archeology, specifically historic landscape reconstruction. For the purposes of the current Request for Proposals, Mr. Keegan offers unparalleled geographical information services with geo-referencing locations of natural resources (e.g., floral associations, riparian environments, fishery habitats, etc.), cultural resources (e.g., archeological sites, historic standing structures, National Register Properties, cemeteries, etc.), land-use variables (e.g., forests and parks, public water supplies, existing transmission lines, etc.), residential subdivisions, licensed day care facilities, youth camps, and public playgrounds, among others. Once geo-referenced, these data layers can be used for project planning and design/redesign purposes, public meetings, and subsequent survey efforts. Mr. Keegan’s abilities are unmatched, and as a result of his participation in the company, Heritage Consultants, LLC is the only cultural resources management firm in the State of Connecticut with a full time GIS Specialist dedicated to preservation planning studies.
